What age are my dependent children eligible to remain covered on my medical/Rx coverage?

Dependent children are eligible for medical and prescription drug benefits through the end of the calendar year in which they turn 26 years of age.

What age are dependent children eligible to remain on my dental and vision plans?

Dependent children are eligible for dental and vision benefits through the end of the calendar year in which they turn 23 years of age.

How often can I make changes to my insurance coverage and plan enrollment?

Plan and or enrolment and coverage changes can be made during the plans open enrollment period. Open enrollment happens once a year for eligible changes to be effective July 1st of that year. Open Enrollment typically occurs in May of every year. An announcement will be made each year when the open enrollment dates are released.

When should I report life event changes? What are some examples of eligible life events?

Members have 30 days to report life event changes from the date of the life event. For example, if adding a newborn child to your benefits plan the request must be submitted and received by the insurance company offering coverage within 30 days of the birth of the child. Some examples of life event changes are marriage, death, birth of a child, legal adoption and divorce.

Options When Coverage Terminates

What options do I have for continuing coverage past the defined eligibility period for myself?

Members have the option of continuing coverage via COBRA for qualifying events. COBRA gives workers and their families who lose their health benefits the right to choose to continue group health benefits provided by their employer due to job loss, reduction in the hours worked, transition between jobs, death, divorce, and other life events. Qualified individuals may be required to pay the entire premium for coverage up to 102% of the cost to the plan. For more information on COBRA contact a member of the Moorestown BOE’s HR team. Please note COBRA is administered by WEX.

What options do I have for continuing coverage past the defined eligibility period for covered dependents?

Members have the option of continuing coverage via COBRA for qualifying events. Dependent children aging off of the medical and prescription drug coverage also have the option of continuing coverage by electing to extend coverage to the age of 31. Please contact a member of the Moorestown BOE’s HR team for more information regarding your rights to continue coverage.

Dependent to Age 31

A young adult may request to continue or newly enroll as an over-aged dependent on his/her parent’s coverage even after the child reaches the limiting age under the terms of the policy if the adult child

  • is not yet 31 years old
  • is unmarried
  • has no children
  • lives in NJ or if not a NJ resident, is a full-time student at an accredited institution of higher education
  • is not eligible for Medicare and is not actually covered under another group or individual healh plan

A young adult may make the request to continue or newly enroll as an over-age dependent on his/her parent’s coverage either:

  • when they reaches the limiting age
  • when they first become eligible for a reason other than reaching the limiting age (for example, the adult child becomes a full-time student in another state, or returns to live in NJ after residing elsewhere), or
  • anytime the dependent meets the above eligibility requirements

The dependent has to elect the same plan as the parent/member and is only eligible if the parent/member is enrolled. The dependent will be billed at home for their coverage by WEX. Handicapped Dependents

If a dependent is handicapped they may qualify to remain on a member’s plan past the limiting age. A request would need to be submitted with approval granted by the carrier. For more information please contact a member of the Moorestown BOE’s HR team.

Leave Information

Family Medical Leave Act (FMLA)

The FMLA entitles eligible employees of covered employers to take unpaid, job-protected leave for specified family and medical reasons with continuation of group health insurance coverage under the same terms and conditions as if the employee had not taken leave. Eligible employees are entitled to:

  • Twelve workweeks of leave in a 12-month period for:
    • the birth of a child and to care for the newborn child within one year of birth;
    • the placement with the employee of a child for adoption or foster care and to care for the newly placed child within one year of placement;
    • to care for the employee’s spouse, child, or parent who has a serious health condition;
    • a serious health condition that makes the employee unable to perform the essential functions of his or her job;
    • any qualifying exigency arising out of the fact that the employee’s spouse, son, daughter, or parent is a covered military member on “covered active duty;” or
  • Twenty-six work weeks of leave during a single 12-month period to care for a covered servicemember with a serious injury or illness if the eligible employee is the servicemember’s spouse, son, daughter, parent, or next of kin (military caregiver leave).

NJ Family Leave Insurance (NJFLI)

NJ Family Leave Insurance provides cash benefits to employees in New Jersey who are unable to work because they need to to care for a family member with a physical or mental health condition, bond with a newborn, newly adopted or newly placed foster child, or handle certain matters related to domestic or sexual violence. Workers can collect Family Leave Insurance benefits for a maximum of 12 consecutive weeks in a 12-month period, or up to eight weeks (56 individual days) in a 12-month period, if taking leave in a non-continuous manner.
